If you skip the uPlay launcher, it can cause lagging at menu screen and right after loading screen. That MAY be a cause for ingame lag. Try opening uPlay FIRST then opening it through Steam. In this video a guy plays AC Rogue in 1920x1080 with 60fps.
This fix makes the game full screen in 21:9 but does not keep the FOV of the black bars version. By default, the game detects a 21:9 screen as triple 16:9 screen. Because of this, you get a huge FOV and it is not correct for 21: 9 screen. With fix you get proper Hor+ screen change on 21:9 screen. Attachment:
